Investigator's note: For the purpose of this report, we chose to use Ms. Hiretsukann's given name, instead of the name of her Caldari father. Her mother and brother have both assumed it and she has told friends she would take it, but 'the Civil Court Processors are too big of dicks to make the change easy.


INTRODUCTION

CONCORD tends to keep a close eye on all capsule pilots due to the immense power that they wield, but when one openly admits their loyalty to outlaw organizations, their file is quickly moved over to the DED and the pilot is placed under special surveillance.

Most make their colors known right away and their public CONCORD security status is changed to reflect that. However, Ms. Hiretsukann's status has never dipped below -1.0, and at times has been close to +5.0. It was because of this that we assigned two investigators to her to determine if she was simply a victim of circumstance or an incredibly dangerous Gursita sleeper agent.

BACKGROUND

Ms. Hiretsukann grew up Usagi Tsukino. Her mother, Miharu Tsukino (now Hiretsukann) was a mid level officer in the Caldari Navy, working in intelligence gathering against the Guristas. The man she believed to be her father, Norri Tsukino, was also in the Caldari Navy. She also has a brother, six years younger than her.

She had a typical childhood, as one would expect a Caldari child of two Navy parents would have. However the strict upbringing did not bode well for her and she was often in trouble in both primary and secondary schooling for disciplinary issues. She was only admitted to the State War Academy as a favor to her father; as the administrator told our investigator, “Normally I wouldn't admitted her even if she was the last hope for the State!”

While her classroom time at the SWA did not go much better than her childhood schooling, Ms. Hiretsukann excelled in several other areas and ended up graduating in the top tenth of her class, despite having been suspended a record seven times. As well as getting an instructor fired and arrested for certain misdeeds with her in a utility closet.

Ms. Hiretsukann was determined to be able to accept the cybernetic implants for piloting capsule ships, and despite the objections of her father, she declined a naval commission and joined the capsuleer community.

CAPSULE RECORD

The first couple of years of her pod piloting days were innocent enough. She mainly ran commissioned worked for Caldari State organizations and was recognized by CONCORD as a friendly individual. However at some point, things changed. Ms. Hiretsukann began operating in <0.4 security space, attacking Amarrian flagged ships. She claimed she was trying to free Matari slaves, but eventually realized that before long her security status would make her a target to other capsule pilots.

She then tried starting a corporation to police the low security avenue near Aunenen with the goal of that area eventually seceding from the Caldari State and that, as well as Pure Blind, forming a new State that would not support Amarr slavery.

She had very few supporters. The state was not amused either and gave her the option of jail or banishment. Ms. Hiretsukann chose to leave and spent a few months in Curse with one of the former incarnations of the Curse Alliance before coming back to the Gallente Federation. On Caldari Prime (prior to the Caldari invasion) she and another woman whom she was involved with shared a home. Ms. Hiretsukann did not return to space for over a year.

Ms. Hiretsukann's return to space was expedited after a domestic issue which left her lover near death and the Federation Police in hot pursuit of her. She fled back into Caldari space and turned herself into State authorities. The State was willing to accept her back as long as she worked in their favor in some way. Usagi complied and was employed by APEX Unlimited, a State loyalist corporation.

During this time, Ms. Hiretsukann abided by the State's decree, till her discovery that she was in fact, the child of a Gurista cell leader. At that point, she still followed APEX's lead, though became more reckless, eventually leaving APEX and forming her own corporation with five other APEX members. That corporation was eventually merged into Stimulus.

Ms. Hiretsukann left space again for some time. She again showed up in Gallente space, this time working with the Gallente resistance on Caldari Prime. However, she was either acting as a Caldari or a Gurista double agent as she caused a massive explosion that killed hundreds of Gallente fighters and civilians.

Ms. Hiretsukann connected with former APEX CEO Vendrin Latanis to create Aperture Harmonics, a wormhole exploration corporation, but after his departure, she left and rejoined Stimulus, which is where she currently is today.

CLONE JUMP INCIDENT

Thanks to APEX public records, we are able to put together a basis to what happened to Ms. Hiretsukann that drastically changed her personality and caused her to remember her Gurista background.

On 28 FEB 109, a group of Federation Police Officers, forced their way into an apartment rented by Ms. Hiretsukann on a Home Guard station in an attempt to serve an arrest warrant for the domestic incident that happened between her and her lover on Caldari Prime (it is rumored that her lover was a Federation government employee).

There were shots exchanged between Ms. Hiretsukann and the police officers. Ms. Hiretsukann was seriously wounded before the police officers were killed by responding APEX and Home Guard security.

Ms. Hiretsukann was taken to an APEX medical facility where doctors determined that the only way she would live would be to clone jump her. In its self, a relatively simple task for a capsule pilot. However the doctors did not know that Ms. Hiretsukann was implanted with a memory repression cybernetic implant that was damaged in the gun battle (and some what ironically, probably saved her life). Because of the damage to and movement of the implant, the injuries to Ms. Hiretsukann, the new neural pathways being activated because of the deactivation of the implant; there were issues with the new Ms. Hiretsukann that arrived in her clone.

Ms. Hiretsukann recovered physically, as APEX doctors had to remove the implant (which was mirrored in all of her clones), however it has left her with several mental issues that she has had to continue to deal with.

PERSONALITY

Ms. Hiretsukann has been described as 'usually pleasant' and 'very outgoing' and we tend to agree based on communications logs we have acquired. She has a rather dark sense of humor and is very sarcastic. She tends to be loyal and doesn't like to leave comrades on the battlefield.

However there is a dark side to her as well. She is very quick to anger and will get very physical or verbally abusive with people she doesn't like or who have made her angry. She tends to not think through the consequences of her actions, so signing on a crew member on one of her ships may be a death sentence.

Profilers believe this may be due to her narcotic addiction, which she takes to deal with pain related to her clone jump incident.

It is unclear whether or not Ms. Hiretsukann is homosexual or bisexual. Previous events would seem to indicate the latter, however we would not put it past a capsule pilot to use their body to get what they want, since they could just throw it out and get a new one. That said, there have been rumors of Ms. Hiretsukann and Mr. Latanis (formerly of APEX now of NeuroGEN) seen together in a non-pod setting.

SUMMARY

Usagi Hiretsukann (Tsukino) is a well trained, versatile capsule pilot that at this moment does not appear to be any serious threat to the four empires. With that said, it is DED's recommendation that we continue to keep her – and her contacts in Venal - under surveillance.
